Lottery Licensing

The Town of St. Marys has the authority to issue lottery licences to eligible charitable organizations. The Alcohol and Gaming Commission regulates and oversees charitable gaming in Ontario.

What is a lottery?

A lottery event is defined by three elements:

A Fee or Consideration
A Chance to Win
A Prize

Not all lottery events are eligible for a licence.

Licences a Municipality Can Issue

Municipalities have the authority to issue licences for most lottery events conducted in their communities, including:

Bingo events with prize boards up to $5,500
Raffles with prizes up to $50,000
Break Open Ticket (also known as Nevada)
Bazaar gaming events
Media Bingo

Lottery Licensing Process

As a lottery licensing authority, the Town of St. Marys has a responsibility to follow the lottery licensing process set out by the AGCO. This includes:

Conducting eligibility reviews and maintaining current eligibility files
Reviewing and evaluating lottery applications and reports
Ensuring that proceeds are eligible and used in accordance with the licensee's charitable mandates
Ensuring compliance with any issued lottery licence
Reporting any breaches to the AGCO
